
Jas Bhalla Works was commissioned by Eatos Group to help shape emerging proposals for the Treaty Centre in Hounslow. Our role was to establish a high-level vision illustrating how the redevelopment of the 1970s shopping centre site will contribute to Hounslow Town Centre’s long-term social, economic, and cultural renewal.
Working with the lead architects HTA and the wider design team, our contributions helped to define how active uses (including retail, commercial and leisure) might be distributed across the site, and ensure this strategy is harmonious with the High Street’s wider commercial offer and calibrated to Hounslow’s specific demographic character.
Our methodology involved comprehensive analysis of Hounslow’s evolving demography through the lenses of economic status and deprivation, migration and movement, and housing and environment. This study was conducted alongside the mapping of local transport, cultural and community infrastructure, as well as food and drink provision in the area.
This evidence base was used to devise a set of core spatial principles at ground floor, which involved creating a focal point on the High Street and commercial gateway connected to existing transport nodes and areas of high footfall.
Through working with FMX Urban Property Advisors we proposed a commercial vision that would increase dwell time in the area, broadening the hours of economy and increasing spend along the High Street.
With input from BOP Consulting, we devised a cultural and communal vision envisaging a cultural hub configured to allow for diverse programming and hires driven by local audiences and needs. Our proposals incorporate space for free community use and support a visible and inviting food and drink offer, social space and wider local night-time economy.
We were able to establish a cohesive vision that would inform and underpin HTA Design’s emerging proposals for the Treaty Centre site.
This communal, cultural and commercial vision was presented to the local planning authority at pre-application stage in March 2025. Proposals for the scheme were submitted for planning approval in October 2025.
